ESB Networks developed the Image Data Management System (IDM) to ensure the safety and quality of Ireland’s large-scale smart meter rollout. Faced with installing 2.4 million meters—often via third-party contractors—the company created a centralised, AI-enabled platform that analyses installation images, verifies safety checks, and flags any non-compliance. The ecosystem includes a web-based asset repository, two dedicated iOS field apps, and desktop audit tools supporting real-time oversight.
The system has processed over 10 million images, enabled AI auditing of 100 % of installations, identified safety or data integrity issues in 8 % of cases, and improved data quality through OCR and duplicate detection. IDM has demonstrably strengthened safety assurance and streamlined dispute resolution. It is now being expanded across ESB Networks, including for new three-phase smart meters, broadening the asset library and supporting more efficient site assessments in future operations.
