E.DSO Internal Webinar:“What does a post-war reconstruction regulatory framework in Ukraine for grid operators look like?”

On 13 November 2025, 67 participants joined an internal E.DSO online webinar chaired by Secretary General Charles Esser, focused on shaping the post-war regulatory framework for Ukrainian DSOs. The webinar had simultaneous interpretation between English and Ukrainian to allow E.DSO’s Ukrainian members and other Ukrainian participants to engage fully in the webinar.

Besides external presenters, representatives of CEER and the IEA also attended the webinar. Mr Oleksandr Baranyuk, CEO of Smart Grids of Ukraine (a Ukrainian DSO Association) and Mr Yurii Ostapiuk from the Department for Regulation of Relations in the Field of Energy (Ukrainian Regulator) presented the current regulatory challenges and framework, while Ms Valentyna Posholok from Deloitte shared a comparative analysis of RAB regulation in Ukraine and European countries. The discussion also included contributions from E.DSO member companies, who demonstrated best practices for regulating investment incentives for grid development. At the end of the webinar, Mr Andrej Juris, Head of the Energy Community Regulatory Board (ECRB) and Professor Sergio Ascari from the Florence School of Regulation (FSR) outlined key regulatory aspects that should be improved to enable the sizable investment projects that will be needed during the post-war period.

The discussion showed that applying Regulatory Asset Base (RAB) regulation with a market-based weighted average cost of capital (WACC) is a key prerequisite for attracting investment into electricity grid development.
